The Describe command works much faster than in version 3.
The Describe tool can now be used not only on tables, indexes, clusters and objects, but also on procedures, functions, and packages. The Describe tool lists a package’s entry points and the arguments of a procedure or function.
You can use either the Describe command or the Auto Describe feature to Describe an object displayed in the DB Navigator window. The Auto Describe window can remain open while you select different objects for viewing.

You can open one dockable Auto Describe window and one or more non-dockable Describe windows in the application work area.
With the Auto Describe feature enabled, you will automatically see a description of any selected object. Alternatively, you can manually invoke the Describe command whenever needed.
